Planning Engineer

Job Description

To assist in preparation of project budget, initial execution program, review tender documents, technical evaluation of contractors execution program, analysis of contractors planning package,
To assist in schedule and milestone forecasting, resource usage analysis, delay claim analysis, asset capitalization, project reporting and project close-out.
To assist in validating value of work done (VOWD) claimed by consultant/contractor invoices.
Initial Planning
 Assist planning manager in the preparation of the initial scope review and the phasing of the initial project budget in alignment with the project execution program.
Contractor Management
 Assist planning manager to review the contractor’s execution plan and planning package that will be used for monitoring progress, supporting claims and validation of claimed progress of works
 Assist planning manager to monitor contractor's performance and advise project manager of any schedule or interface issues that will affect the scheduled completion of the project.
 Assist planning manager to audit and validate value of work done (VOWD) claimed by consultant/contractor and endorsing progress invoices for payment.
 Assist planning manager by closely monitoring progress on site and validate on  a week by week the actual percentage of progress achieved.
 Assist planning manager to analyse valid consultant/contractor’s schedule delay claims to establish the contractually justified extension of time.
Change Management
 Assist planning manager to evaluate as part of the change management process the schedule impact contained in the work change requests (WCR) and make a recommendation on acceptable time extension for client approval.
Scheduling interfaces
 Assist planning manager to analyse any scheduling interfaces with other projects to ensure minimization of clashes and potential delays.
Tender Committee
 Assist planning manager in preparation of the technical evaluation of contractor/consultants execution program, resource levels, planning/reporting procedures and progress measurement methodology submitted in Contractors bid documents.
 Provide relevant input to tender committee submissions and review final submission regarding contract claims, variations or strategy changes for on-going allocated contracts.
Continuous Improvement
 Contribute to the identification of opportunities for continuous improvement of systems, processes and practices taking into account ‘international leading practice’, improvement of business processes, cost reduction and productivity improvement.

 Follow all relevant departmental policies, processes, standard operating procedures and instructions so that work is carried out in a controlled and consistent manner.
Statements and Reports
 Assist in the preparation of timely and accurate departmental statements and reports to meet ASTAD and department requirements, policies and standards
Quality, Health, Safety, & Environment
 Ensure all relevant quality, health, safety and environmental procedures, instructions and controls are adhered to so that the safety of employees, quality of products/services and environmental compliance can be guaranteed.
Related Assignments
 Perform other related duties or assignments as directed.             

Skills
Qualifications and Knowledge:
Bachelor’s degree in an engineering discipline. Membership in a relevant professional association is preferable
Experience:
Five years of experience required as a projects control specialist involved in the design and construction phases of major buildings and civil infrastructure projects
